Understanding Homelessness Through a Housing Lens

Homelessness is, at its core, a housing issue. When safe, stable and affordable housing is out of reach, individuals and families are more likely to experience housing instability. The most effective way to prevent and reduce homelessness is to expand access to a range of housing options that meet people where they are.

Through data coordination and strong partnerships, Prosper Waco works to better understand local needs and align community efforts around solutions. Prosper Waco manages the Homeless Management Information System for the Heart of Texas homeless response system, helping track data and coordinate services across providers. They also support the Heart of Texas Homeless Coalition to strengthen outreach, fill service gaps and increase public awareness.

Key efforts like the annual Point-in-Time Count and Project Homeless Connect help bring both insight and immediate support. The Point-in-Time Count provides a federally required snapshot that informs funding and strategy, while Project Homeless Connect offers direct access to essentials like food, clothing and healthcare for those experiencing housing instability.

At the same time, the data is clear. A shrinking supply of affordable housing, rising rental costs and low vacancy rates are all contributing to increased pressure on households. Addressing these challenges means focusing on long-term housing solutions. Prosper Waco supports efforts like the City of Waco’s Strategic Housing Plan and exploration of tools such as Community Land Trusts to expand affordable options.

Partners like the Waco Housing Authority also play a critical role, providing housing assistance and programs that support stability and economic mobility. Together, these efforts reinforce a simple but important truth: when people have access to stable housing, everything else becomes more possible.
